Our Plants

Being the reliable partner of our host communities

We at Hedcor find it mutually beneficial to partner with the communities where we operate our run-of-river hydropower systems. Through our corporate social responsibility projects on education, health, livelihood and environment, we remain steadfast in helping develop our host communities. In return, the local residents help build, operate and maintain our plants. Partnership with the Aboitiz Foundation, Inc., the social development arm of Aboitiz Equity Ventures and the AboitizPower Corporation since 2000 brought about more social development projects to our host communities.

Education

Education is the key to empowering members of our host communities thus it is foremost in our social development projects. The Aboitiz Foundation has given a total of 15 million pesos for scholarship programs, financial assistance, and donations of computers, schools supplies and books. New schools were built and buildings in disrepair renovated.

Classrooms dubbed “Silid Pangarap” at the kindergarten and elementary levels were constructed in partnership with the AGAPP foundation. Students are given school supplies and the libraries furnished with books. Computers are donated to high schools and computer teachers are paid honoraria. Deserving students are given annual stipends. Full college scholarship programs and future employment for recipients are provided.

The out of school youth are given the opportunity to avail of technical education like auto diesel mechanics and welding. We have also provided the Benguet provincial library with computers and an internet connection.

Health Care

We provide yearly medical, dental and surgical aid, consultations, check ups and services for free to thousands of residents in our host communities. We provide vitamins and medicine to those in need. This is valuable to those without access to basic health services. To reach more people, we partner with the Rotary and Lions Clubs, National Commission on Indigenous Peoples and volunteer doctors. A total of 4.5 million pesos went to our health care programs.

Together with our health programs, we have developed potable water systems for some of our host barangays that need it most in Davao del Sur and Benguet. There has been a marked decrease in water-related diseases in the communities with the implementation of this project.

Livelihood

We have developed access ways and concrete bridges to our plants which are readily used by local farmers as their farm-to-market roads. Tapping points along our pipes have been provided which farmers use for their irrigation needs.

Cooperatives in our host communities are granted financial loans for their businesses like cut flowers and swine raising. In the early 90s, barangay Bineng in Benguet began cut flower production when they had steady access to electric power needed in greenhouses. Now, Bineng is the third largest producer of cut-flowers in Benguet.

In Davao, a family learned how to make bags out of dried water lilies that are abundant in our systems and tend to hamper operations if not removed. The handmade bags are now a good source of income.

Acting responsibly for our environment

Our company is driven to protect, conserve and preserve our environment. We are geared towards generating power that leaves a lighter impact and does not compromise the Earth’s climate and its limited resources.

Caring for our Rivers

We take measures in caring for the rivers that are the source of water needed to generate power in our plants. We carry out clean river initiatives such as clean-up drives and educational campaigns with our partners in the local communities. We do regular tests on the quality of water that enters and leaves our hydro systems to ensure better, if not the best quality of water. All our plants have a trash rack, a device that screens and collects floating garbage which is then collected and disposed in consonance with our waste management practices.

Watershed Management 

As a renewable energy company, we care for our watersheds which continuously replenish clean water in our rivers. The protection and reforestation of watersheds ensure continued supply of clean water. The local residents in the communities are the best partners in carrying out watershed management plans. We provide the communities with fruit bearing and forest trees which they plant in the watersheds. The fruits benefit the community and the watersheds are reforested.

Together with our health programs, we have developed potable water systems for some of our host barangays that need it most in Davao del Sur and Benguet. There has been a marked decrease in water-related diseases in the communities with the implementation of this project.

Responsible Carbon Emissions

Reducing our carbon emissions reduces our business costs as well. Our state of the art video-conferencing system minimizes travel to our offices in Benguet, Makati and Davao. Policies are in place to minimize the idling time of our vehicles and we conscientiously work as a team to avoid unnecessary use of vehicles and we conserve water and energy.

We are registered with the Clean Development Mechanism of the Kyoto Protocol which allows us to convert our reduced carbon emissions into credits we could sell in the global carbon market.

How we Manage our Waste

The three bin system is practiced in our offices and plants. Solid wastes are segregated into biodegradable and residual wastes and recyclables. Biodegradables go into composting pits while residuals into the municipal land-fill. Recyclables are collected in our Materials Recovery Facility and later sold to buy-back centers. This is the practice whether the wastes are from our operations or from the garbage collected by the trash racks in all our plants.

A team from Davao Light was contracted to operate NPC-owned hydros in Talomo, Davao City

Hydro Electric Development Corporation (HEDCOR) joined the Philippine hydropower industry.

1980

From the south, HEDCOR ventured to the culturally-rich

Cordillera.

1985

HEDCOR signs a contract to rehabilitate and operate the four hydroelectric power plants owned by the City of Baguio. The contract states a sharing agreement between the City of Baguio, the Baguio Water District (BWD) and HEDCOR. Through the agreement, three plants in Asin, Tuba, and the Kennon Road Plant become fully operational in mid-1986. Improvement in the succeeding years has increased the plants’ aggregate capacity from 700 KW to 3.6 MW.

Simultaneous with the Asin Plants, HEDCOR also rehabilitated and operated the Kennon Plant in Camp 6, Tuba.

1987

The Philippine government allowed private entities to construct and operate electric-generating plants through Executive Order No. 215

  • Hedcor Sibulan, Inc. (HSI) is formed.
  • The consortium involving Hedcor and Davao Light and Power Company (DLPC) signs a 12-year Power Supply Agreement (PSA) in March 2007. Under the PSA, the consortium will supply DLPC with 200 GWh of energy annually.
  • The construction of the 42.5 MW Sibulan Hydro Project commences on June 25, 2007

The passage of Republic Act No. 9513 or the Renewable Energy Act

42.5 Sibulan hydropower plant is the first clean development mechanism (CDM) project in Philippines that is registered under the United Nations’ Framework Convention on Climate Change.

  • Hedcor launches the 14MW Sabangan Hydropower Project, its first hydro plant in the Mountain Province. Expected to complete by the 1st quarter of 2015, the Sabangan hydro will be generating an estimated 55 Million kWh of clean and renewable energy.
  • For the second time, Hedcor bags the Outstanding Labor Management Cooperation (LMC) Award for Industrial Peace by the Department of Labor and Employment through the National Conciliation & Mediation Board (NCMB) and the Philippine League of Labor-Management Cooperation Practitioners, Inc. Hedcor Kabisig Council, Hedcor’s LMC fosters family welfare, high productivity, quality of work and good relationship among its team members.

We, in Hedcor – a subsidiary of AboitizPower, would like to inform you of our Company’s commitment to compliance with the Data Privacy Act of 2012, its Implementing Rules and Regulations, and our Company data privacy and protection policies we have adopted internally. Our Plants

Being the reliable partner of our host communities

We at Hedcor find it mutually beneficial to partner with the communities where we operate our run-of-river hydropower systems. Through our corporate social responsibility projects on education, health, livelihood and environment, we remain steadfast in helping develop our host communities. In return, the local residents help build, operate and maintain our plants. Partnership with the Aboitiz Foundation, Inc., the social development arm of Aboitiz Equity Ventures and the AboitizPower Corporation since 2000 brought about more social development projects to our host communities.

Education

Education is the key to empowering members of our host communities thus it is foremost in our social development projects. The Aboitiz Foundation has given a total of 15 million pesos for scholarship programs, financial assistance, and donations of computers, schools supplies and books. New schools were built and buildings in disrepair renovated.

Classrooms dubbed “Silid Pangarap” at the kindergarten and elementary levels were constructed in partnership with the AGAPP foundation. Students are given school supplies and the libraries furnished with books. Computers are donated to high schools and computer teachers are paid honoraria. Deserving students are given annual stipends. Full college scholarship programs and future employment for recipients are provided.

The out of school youth are given the opportunity to avail of technical education like auto diesel mechanics and welding. We have also provided the Benguet provincial library with computers and an internet connection.

Health Care

We provide yearly medical, dental and surgical aid, consultations, check ups and services for free to thousands of residents in our host communities. We provide vitamins and medicine to those in need. This is valuable to those without access to basic health services. To reach more people, we partner with the Rotary and Lions Clubs, National Commission on Indigenous Peoples and volunteer doctors. A total of 4.5 million pesos went to our health care programs.

Together with our health programs, we have developed potable water systems for some of our host barangays that need it most in Davao del Sur and Benguet. There has been a marked decrease in water-related diseases in the communities with the implementation of this project.

Livelihood

We have developed access ways and concrete bridges to our plants which are readily used by local farmers as their farm-to-market roads. Tapping points along our pipes have been provided which farmers use for their irrigation needs.

Cooperatives in our host communities are granted financial loans for their businesses like cut flowers and swine raising. In the early 90s, barangay Bineng in Benguet began cut flower production when they had steady access to electric power needed in greenhouses. Now, Bineng is the third largest producer of cut-flowers in Benguet.

In Davao, a family learned how to make bags out of dried water lilies that are abundant in our systems and tend to hamper operations if not removed. The handmade bags are now a good source of income.

Our company is driven to protect, conserve and preserve our environment. We are geared towards generating power that leaves a lighter impact and does not compromise the Earth’s climate and its limited resources.

Caring for our Rivers

We take measures in caring for the rivers that are the source of water needed to generate power in our plants. We carry out clean river initiatives such as clean-up drives and educational campaigns with our partners in the local communities. We do regular tests on the quality of water that enters and leaves our hydro systems to ensure better, if not the best quality of water. All our plants have a trash rack, a device that screens and collects floating garbage which is then collected and disposed in consonance with our waste management practices.

Watershed Management 

As a renewable energy company, we care for our watersheds which continuously replenish clean water in our rivers. The protection and reforestation of watersheds ensure continued supply of clean water. The local residents in the communities are the best partners in carrying out watershed management plans. We provide the communities with fruit bearing and forest trees which they plant in the watersheds. The fruits benefit the community and the watersheds are reforested.

Responsible Carbon Emissions

Reducing our carbon emissions reduces our business costs as well. Our state of the art video-conferencing system minimizes travel to our offices in Benguet, Makati and Davao. Policies are in place to minimize the idling time of our vehicles and we conscientiously work as a team to avoid unnecessary use of vehicles and we conserve water and energy.

We are registered with the Clean Development Mechanism of the Kyoto Protocol which allows us to convert our reduced carbon emissions into credits we could sell in the global carbon market.

How we Manage our Waste

The three bin system is practiced in our offices and plants. Solid wastes are segregated into biodegradable and residual wastes and recyclables. Biodegradables go into composting pits while residuals into the municipal land-fill. Recyclables are collected in our Materials Recovery Facility and later sold to buy-back centers. This is the practice whether the wastes are from our operations or from the garbage collected by the trash racks in all our plants.
