The Municipality of Kapangan recently reaffirmed and committed its support to the proposal of Hydro Electric Development Corporation (Hedcor) to develop hydro electric power plants along the Amburayan River. In Resolution No. 19 (Series of 2002) dated February 19, 2002, the Office of the Sanggunian Bayan stated that they were “looking forward to the drafting of the Memorandum of Agreement (MOA)” and extended an invitation for Hedcor representatives to find time to appear in one of their scheduled sessions.
The regular meeting was presided by Vice Mayor Rogelio Dagupen and all councilors were in full
attendance when the resolution was passed.
Hedcor chief operating officer, Rene Ronquillo, said that Hedcor is currently reviewing its project study
on the Kapangan potentials.
Hedcor is an Aboitiz company, and is fully committed to the development of its communities. A typical
MOA includes the following commitments:
* to share an agreed percentage of revenues
* to give preferential employment to the local residents, provided that vacancies exist, and that
they possess all the qualifications required by the position applied for, and that the company
decides to hire someone for that position
* to extend reasonable assistance for the construction and/or maintenance of roads leading to
the plant, and the community’s development and livelihood projects
From 1992 to 2001, cumulative voluntary community donations to 4 municipalities amounted to P67
million (2% municipal share, 1% barangay share). Hedcor also helps out in community projects,
assists in electrification, pays a Special Privilege Tax of 2% of the plant’s gross receipts from the sale
of electric power, and offers a scholarship program to residents.
